The product certification body analyses the technical documentation submitted by the applicant and informs the applicant of its decision on the application, including the certification conditions.
The product certification body selects product samples from the applicant for testing.
The testing of samples is carried out by an accredited testing laboratory on the instructions of the product certification body, to which the test report is submitted.
The analysis of production conditions at the applicant’s site is carried out by the product certification body. The results of the analysis are documented in a report.
If the testing results and the analysis of production conditions are positive, the product certification body issues the certificate of conformity and hands it over to the applicant.
The applicant applies the unified market circulation mark, unless otherwise established by the technical regulations.
The product certification body carries out inspection control of the certified products throughout the validity period of the certificate of conformity by testing product samples in an accredited testing laboratory and/or by analysing production conditions. If the inspection control results are positive, the validity of the certificate of conformity is considered confirmed, which is recorded in the inspection control report. If the inspection control results are negative, the product certification body shall take one of the following decisions:
- suspend the validity of the certificate of conformity;
- cancel the validity of the certificate of conformity.
The decisions taken by the product certification body are communicated to the applicant.
A corresponding entry is made in the Unified Register of issued certificates of conformity and registered declarations of conformity executed in the unified form by the product certification body.
If changes are made to the design (composition) of the product or to its production technology that may affect compliance with the established requirements of the technical regulations, the applicant shall notify the product certification body in writing in advance, and the certification body shall decide whether new testing and/or a new analysis of production conditions is required.

Scheme 3c
Scheme 3c includes the following procedures:
- submission by the applicant to the product certification body of an application for certification with the attached technical documentation;
- review of the application and adoption by the product certification body of a decision to carry out product certification;
- selection by the product certification body of samples for testing;
- testing of product samples by an accredited testing laboratory;
- analysis of the testing results and issuance of the certificate of conformity to the applicant;
- marking of the product batch with the unified market circulation mark.
The applicant prepares technical documentation and submits an application for certification of a product batch to one of the product certification bodies having this type of product within its scope of accreditation.
The application shall contain the identifying features of the batch and of the product units included in it.
The product certification body informs the applicant of its decision on the application, including the certification conditions.
The certification body identifies the product batch and selects samples for testing at the applicant’s site.
The testing of the product batch (sample taken from the batch) is carried out by an accredited testing laboratory on the instructions of the certification body, to which the test report is submitted.
If the testing results are positive, the certification body issues the certificate of conformity and hands it over to the applicant.
The applicant applies the unified market circulation mark, unless otherwise established by the technical regulations.

Scheme 4c
Scheme 4c includes the following procedures:
- submission by the applicant to the certification body of an application for certification with the attached technical documentation;
- review of the application and adoption of a decision on it by the certification body;

The application shall contain the identifying features of the product unit.
The certification body informs the applicant of its decision on the application, including the certification conditions.
The testing of the product unit is carried out by an accredited testing laboratory on the instructions of the certification body, to which the test report is submitted.
If the testing results are positive, the certification body issues the certificate of conformity and hands it over to the applicant.
The applicant applies the unified market circulation mark, unless otherwise established by the technical regulations.

Fire Safety Certification Schemes

For products manufactured in series, certification is carried out under schemes 2c, 3c, and 4c; for a batch, under scheme 6c.

Schemes 2c, 3c, 4c, and 6c are applied at the applicant’s choice.

Scheme 2c provides for product certification based on an analysis of production conditions and testing of a typical product sample in an accredited testing laboratory.
Scheme 3c provides for product certification based on testing of a typical product sample in an accredited testing laboratory, followed by inspection control. It is used only when certifying previously certified products after the expiry of the certificate of conformity.
Scheme 4c provides for product certification based on an analysis of production conditions and testing of a typical product sample in an accredited testing laboratory, followed by inspection control.
Scheme 6c provides for certification of a batch of products based on testing of a representative sample taken from that batch in an accredited testing laboratory.

Certification includes:
- submission by the manufacturer (seller) of an application for certification and review of the submitted materials by the certification body;
- adoption by the certification body of a decision on the certification application, indicating the applicable scheme;
- assessment of product conformity with fire safety requirements (selection and identification of product samples; assessment of production, if предусмотрено by the certification scheme; testing of product samples in an accredited testing laboratory; examination of the documents submitted by the manufacturer (seller), including technical documentation, quality documents, conclusions, certificates, and test reports, in order to determine whether the product may be recognized as complying with fire safety requirements; analysis of the obtained results and adoption of a decision on the possibility of issuing a certificate of conformity);
